# Reading the NEP 02: Where It Comes From

**Resource person:** GuruSetu - An animated series for teachers in Indian higher education

## Summary

The promise of a new education policy has a long documentary history. This episode traces ideas about funding, languages, autonomy and regulation through earlier commissions and policies. Comparing the large 2019 draft with the final 2020 text reveals changes as well as continuity. The practical invitation is to turn policy history into a question that belongs in your own discipline.

Earlier commissions may have proposed it already; the important question is also what prevented implementation or changed its meaning. The aspiration to spend six percent of GDP on education predates NEP 2020 and has been repeated across policy documents. A draft records proposals that may be changed or omitted; it should not be quoted as though every provision survived.

Consultation, committee discussion, Cabinet approval and enactment are different processes and should not be treated as interchangeable. It offers a primary source for examining how educational purposes, institutional structures and public commitments change over time.

In practice: Read a short section of the 1949 or 2009 report and compare one recommendation with NEP 2020 in a class discussion.
