# Reading the NEP 01: The Document on Your Desk

**Resource person:** GuruSetu - An animated series for teachers in Indian higher education

## Summary

A circular says “as per NEP 2020”, but the phrase conceals several different kinds of authority. The opening episode locates higher education within the policy and follows one proposal from a national document to a university timetable. It introduces the habit that runs through the series: read the paragraph, then identify the instrument that governs your own institution.

A policy states intentions; specific obligations depend on applicable laws, regulations, government orders and university rules. Chapters 9 to 19 cover higher education, with chapter 22 also relevant to languages, arts and culture. States and universities adopt and implement measures differently, so the policy label alone does not establish local arrangements.

A broad proposal becomes concrete through credit frameworks, regulations, state decisions and the university’s own academic procedures. Ask which specific regulation, order or ordinance supports the instruction, then read that document and its scope.

In practice: Read chapters 9–19 with a pencil, mark one passage relevant to your teaching and trace one recent circular to its governing document.
