# A Well-Formed Mind

## Summary

Shashi Tharoor begins with India’s unusually young population and asks what higher education must do with that opportunity. In his 2013 account, education and training determine whether a large youth cohort becomes a source of capability and prosperity or faces exclusion, unemployment and social conflict. The demographic figures and institutional counts belong to that period and should be updated with current AISHE data.

He organises the policy challenge around four Es. Expansion means creating enough places. Equity asks who can enter and persist across gender, region, class and other barriers. Excellence concerns the quality of institutions and learning. Employability connects formal study with usable capabilities and pathways into work. He also discusses school-to-college attrition, vocational routes, research investment and frugal innovation.

The title’s main idea arrives near the end. A curriculum can fill a learner with facts and still leave them poorly prepared to interpret unfamiliar situations. Tharoor argues for minds that can connect information, examine assumptions, generate questions and devise original responses. His example of a low-cost visual aid illustrates the habit of seeing an ordinary constraint as a design problem.

For present-day faculty, the useful question is how courses develop judgement alongside knowledge. Students still need disciplinary facts, concepts and methods. They also need repeated practice in synthesis, inquiry, transfer, design and reflection. This talk supplies a memorable policy and curricular prompt.
